Kingsley Parish Council covers the villages of Kingsley, Kingsley Holt, Whiston and the smaller settlement of Froghall, parts of Kingsley Moor and the outskirts of Cheadle on Froghall Road, all located in the Staffordshire Moorlands.

At the 2011 Census, the resident population of all ages was 2204. In 2013 there were 1936 residents aged 16 to 64. There are some 730 council tax paying residential properties in the Parish.
