NOTICE IS HEREBY GIVEN

that 2 casual vacancies have arisen in the Office of Councillor for the Kingsley Parish Council.

If by 14 days excluding Dies Non, after the date of this notice a request for an election to fill said vacancy is made in writing to the Returning Officer at the address below by TEN electors for the said Parish, an election will be held to fill the said vacancy, otherwise the vacancy will be filled by co-option.

Planning Application SMD/2021/0610

Planning Application SMD/2021/0610 – Proposed 228 New Dwellings at Broad Hayes Farm, Hammersley Hayes, Cheadle, (on land to the east of Froghall Road, Cheadle)

The above planning application, originally submitted in mid-2021, is likely to be considered and approved or refused by the SMDC – Planning Applications Committee in July. To date almost 100 objections have been forwarded to the Planning Officer.

The proposed development would in effect use between 20 – 25% of the existing agricultural land between Cheadle and Kingsley Holt for housing development. It would also add significantly to the level of traffic using Froghall Road, Leek Road and Butlers Hill enroute to or through Cheadle.

The applicants / potential developers are Bloor Homes, (North West), represented by Emery Planning (Consultants), Macclesfield. The proposal is to build 228 new dwellings on land presently forming part of Broad Hayes Farm, Hammersley Hayes, Cheadle, land to the east of Froghall Road on the northern side of Cheadle. (in the fields opposite the Froghall Road entrance to Fallows Landfill Site).

Due to long established parish boundaries the land in question is actually within Kingsley Parish, (the parish boundary runs along Hammersley Hayes Road), although in practical terms the site would generally be considered to be part of the Cheadle.

Representatives from Kingsley Parish Council and Cheadle Town Council met on a number of occasions to agree a mutually supportive approach. To date almost 100 objections from members of the public have been forwarded to the Planning Dept. There is clearly a significant level of opposition to the plans, in particular from local residents in the Hammersley Hayes and Cheadle north.

The main objections from Kingsley Parish Council and Cheadle Town Council are (in summary):

  1. SMDC Local Plan: The proposed site at Broad Hayes Farm, is outside the Cheadle Town planning boundary. The land in question was not considered as suitable for development within the recently adopted SMDC Local Plan.
  2. Unnecessary Development: The number of new homes planned for Cheadle (and/or Kingsley Parish) already exceeds the numbers of dwellings required within the SMDC Local Plan to meet the perceived need.
  3. Inadequate Road Infrastructure: The road network for traffic entering Cheadle from the north, A521 Froghall Road or the A522 Leek Road, is wholly inadequate to cope with the existing level of local and through traffic, shortly to be added to by ongoing developments near Donkey Lane and Churchill Road. (The road network in Cheadle compares very unfavourably with other local market towns such as Uttoxeter, Stone and Ashbourne).
  4. Inadequate General Infrastructure: Particularly with regard to schools and medical facilities.
  5. Road Safety: The proposed main site access on Froghall Road about 50 – 100 metres above the last house, near the existing ‘Cheadle’ sign, will present a serious road safety risk. (Traffic approaching from Kingsley Holt will be unsighted until very shortly before the junction).

Have you always wanted to be more involved in what happens in your local community?

The common misconception about council members is that all they do is attend council meetings, yet this couldn’t be further from the truth. Being a local councillor has a wide range of responsibilities and rewards, but the most significant aspect of the job is simply having regular interactions with residents in their own neighbourhood.

No one councillor is in charge of any particular decision because the Parish Council functions as a unified non-political body.
Council members speak for their community as a whole while being conscious of and sensitive to the concerns of any special minorities.

Kingsley Parish Councillor receives no remuneration for their attendance or involvement on the Parish Council.

Tenders requested for Whiston Playground Project

Kingsley Parish Council is requesting tenders for the development and installation of new play equipment on Whiston Playing Grounds.

For a full tender specification please contact the Parish Clerk, we are seeking responses by Early February 2023 at latest.

The Chairman and Members of Kingsley Parish Council offer their deepest sympathies to the Royal Family on the passing of HM Queen Elizabeth II.

The meeting planned for 13th September will not take place in line with protocol and tradition in this period of mourning.

The meeting has been rescheduled for the following week, 20th September at Whiston Village Hall.

Books of Condolence are now open at Moorlands House in Leek and at the offices of Biddulph and Cheadle Town Councils for people to express their sentiments. The offices will be open from 9am to 5pm Monday to Friday and from 9am to 2pm at weekends. The books will be available to sign until 5pm on the day after the state funeral.

People wishing to lay floral tributes, candles and messages, can do so at the Nicholson War Memorial in Leek, the grassed area in front of Biddulph Town Hall and the area adjacent to the War Memorial on Tean Road in Cheadle.

HM Queen Elizabeth II 1926 to 2022

Kingsley Parish Council are saddened to hear about the death of HM Queen Elizabeth II. She has been a constant in all our lives and it is unthinkable to imagine life without her.

Our thoughts and prayers and that of all the residents of Kingsley Parish I’m sure are with her family and our friends, neighbours and all those who mourn her today.

GOD SAVE THE KING.

As a mark of respect, all council meetings will be cancelled for the next two weeks.
